Quick answer
Penfold Construction repairs and replaces roofs across Dallas County, including Irving, Garland, Grand Prairie, Mesquite, Carrollton, Richardson, Rowlett and the southern suburbs, from a service office on Mockingbird Lane. Most work here is storm repair and replacing roofs on established homes, and each city runs its own permit office, so we check the rules before any tear-off.
The county
Where most of the work is aging roofs, not new ones
Dallas County is the most built-out part of the Metroplex. Its recent growth has come mainly from births rather than people moving in, and most of its neighborhoods were built out decades ago, so the roofs we see here are usually on their second or third life rather than their first.
That shapes the work: full replacements on roofs past their age, decking repairs under old leaks, and the gutters and fascia that have taken years of runoff. In the Park Cities and East Dallas, it also means slate, tile and copper on homes that are close to a century old.

Storm record
Spring storms reach every part of the county
On April 27, 2026, supercells formed along the dryline across the middle of the Metroplex and moved east, and the National Weather Service received numerous reports of large hail, the largest of it in northeast Dallas, Rockwall and Hunt counties. That one afternoon put hail on roofs from the county's center to its eastern edge.
The southern suburbs have their own history. The April 3, 2012 tornado outbreak left many homes in Lancaster severely damaged or destroyed, some losing their roofs and exterior walls. Storms here are not confined to one corridor, which is why we inspect by slope rather than assume a roof was spared.
Permits and paperwork
Permits are city by city
There is no single Dallas County permit for a roof. Each city in the county runs its own building department, and the rules differ: in Dallas itself, replacing large areas of a roof needs a re-roof permit while minor repairs do not. We confirm the requirement for your city before any tear-off and pull the permit ourselves where one is needed. Our permit guide covers the Dallas rules in detail.
