Roof permits in Dallas: what homeowners should know
Most homeowners never see the roofing permit. It still matters: it is the city's record that the roof was built to code, and it comes up at resale and after storms.

Quick answer
In Dallas, replacing large areas of a roof or the whole roof requires a re-roof permit, replacing rafters or other structural members requires a building permit, and minor repairs or vent work do not need one. The contractor normally pulls it, standard re-roof permits usually clear in one to three business days, and an inspection closes the job.

What needs a permit
The City of Dallas puts it simply. Replacing large areas of a roof or the entire roof requires a re-roof permit. Replacing structural members such as roof joists, rafters or wall sections requires a building permit. Minor repairs to roofing or roof vents do not need a permit.
In practice: a full replacement needs one; a pipe boot, a few shingles or a leak repair do not; sistering rafters needs a building permit.
Who pulls it
A contractor normally obtains the permit, although Dallas allows a homeowner to act as their own general contractor. The city places the duty on the homeowner or agent to make sure permits are obtained by properly qualified people before work starts, so if your roofer suggests skipping it or asks you to pull it yourself, treat that as a warning sign.
Dallas building inspection takes permit questions at 214-948-4480 and publishes its fee schedule online.

How long it takes and what it costs
Dallas adopted the 2021 International Residential Code with local amendments, and standard re-roof permits are typically processed within one to three business days through the online portal. Published figures budget roughly $103 to $515 for permits and inspections on a Dallas replacement; the fee is usually included in the roofer's price.
A good roofer builds that window into the schedule, so the permit is in hand before materials are delivered.

- Fastener pattern and nail placement on the shingles.
- Underlayment type and installation, including ice and water shield where required.
- Flashing at walls, chimneys, valleys and penetrations.
- Ventilation.
- Drip edge and the condition of the deck.
Those are the same details that decide whether a roof leaks, which is the real point of the inspection. Our new construction roofs are built to be inspection-ready.
Historic districts and HOAs
Some Dallas homes have a second layer of approval. The Swiss Avenue Historic District, the city's first local historic district, and other designated districts review exterior changes for appearance, which can include roofing material and profile on visible slopes. If you live in one, ask before choosing a material, because a change from slate or tile to shingles may need approval.
Homeowner associations are separate from the city and have their own rules on materials and colors. An HOA approval does not replace a city permit, and a city permit does not replace HOA approval. Get both in writing before work starts.
We check both on slate, tile and metal jobs, where the questions come up most.
Why skipping it causes trouble
An unpermitted roof can surface at resale when a buyer's inspector or lender asks for records, and it can give an insurer grounds to question a later claim. Published guidance also warns of fines and stop-work orders. None of that is worth the time saved.
The guide to choosing a roofer includes the permit in its checklist.
